The purpose of the ROSS-FSS Program is to assess the needs of residents living in conventional public housing and coordinating resources in the community to meet those needs. The ROSS Program works to promote residential empowerment through supportive services with community partnerships. These services enable participating families to increase their earned income, reduce or eliminate the need for public assistance, and progress towards independence from housing assistance. In the case of elderly and disabled residents, the ROSS Program helps improve quality of life and enable residents to age in place.
